What's New in OneView Hospital Quality 5.0.8

Acmeware is pleased to announce that our OneView Hospital Quality package version 5.0.8 is available for general release. Version 5.0.8 adds new functionality and support for eReporting for the 2020 reporting period electronic clinical quality measures (eCQMs) including the latest eCQM specifications from CMS.
OneView 5.0.8 includes updates to reflect the 2020 Reporting Period eCQM Specifications. This update includes updates to nomenclature mapping codes, value sets from the NLM Value Set Authority Center and updated clinical best practices guidance from MEDITECH. We will be tracking changes to the 2020 measures as compared to 2019 in the Customer Support Portal Knowledge Base article linked here.
OneView 5.0.8 includes built-in support for ALL MEDITECH platforms including MAGIC, CS, 6.0, and Expanse.
Here's a summary of what's new in this update:
Quality Programs: OneView Hospital Quality (HQ) continues to support Medicare and Medicaid Promoting Interoperability CQM and Objective Measure reporting and attestation. In addition, OneView HQ supports the eCQM Reporting to both the CMS Hospital Inpatient Quality Reporting (IQR) and the Joint Commission ORYX programs. Workflows and mapping associated with the 2020 reporting period requirements will need to be reviewed and incorporated to ensure that these items are accurately configured for this new release.
Submission Wizard: The ability to create electronic submission for 2020 has been disabled and will be available in an upcoming release. Workflows associated with the 2020 reporting period requirements will need to be reviewed and OneView output data validated to ensure that these items are accurately configured for this new release. As a quality reporting submission vendor, Acmeware has a fiduciary responsibility with clinical quality reporting to CMS. Due to Acmeware standards and these significant changes, we have disabled the lock functionality in this release, but it will be reinstated, as appropriate.
New Features and Enhancements: (for all platforms unless specified)
Electronic Clinical Quality Measures (eCQMs)
- Hospital Quality eCQM measure engine was upgraded to support 2020 specifications.
- CQL logic was revised to more closely align to CMS specification human readable format documents.
- Data collection and reporting output was enhanced to better align to QRDA 1 export requirements, and to pathway for future support of patient-based measures.
QRDA:
- QRDA service was updated to support 2020 eCQM specifications, HL7 QRDA I R5.1, QRDA III R2.1, and accompanying CMS 2020 IG specifications.
Web Application:
- Web application was enhanced to automate and streamline software updates, delivery, and installation.
Reports:
- Query Mapping Search: Added a new Query Mapping Search report to the Mapping category that allows a user to search free text queries to see if the query is mapped correctly and if so if mapped by nomenclature mapping or MIS field map.
- Drug Mapping Report:
- Removed RxNorm Y/N field and updated dropdown parameters to Administration/Orders instead of PHA/RXM
- Changed the default sorting of total occurrences to display high to low
- Changed the counts of drugs to be done at the patient level instead of visit level
- Value Set Measure Summary:
- Added resource links to the help guide on the Customer Support Portal Knowledge Base and the relevant measure specifications in the top right-hand corner of the report
o Removed VersionID and SubOptMnemonic parameters, as these no longer need to be selected to run the report. The only selections now to run the report are Measure and Value Set(s)
- CQM Workflow Mapping Summary Report: Hid description lines from the report that do not require mapping.
- CQM Summary Report:
- Removed measure group dropdown parameter. All measures selected in dictionary will appear on report listed alphabetically.
- Changed Reporting Period to a dropdown where you can select a specific quarter or full year.
- Added description of OBS Value column for ED Measure to the Column Key Information that can be expanded.
- Updated measure specification links to the 2020 specification documents
- CQM Detail (1st drilldown from CQM Summary Report): Removed the following columns: Admit/Discharge Date, Race, LOS, Location.
- ED Detail Report: Removed detail report for CQM ED measures. Standard detail report is now used for all CQM measures.
- Clinical Data Population Report: Updated this report to now show all population elements for all encounters for the Patient instead of being isolated to the visit. It can be filtered by code category and/or measure. It is also represented by a clipboard icon. The CQM Patient Data Elements Report has been removed.
- Dictionary Values Mapping Report: Updated report to only include active dictionaries per the available 2020 measures.
- PI Summary Report: Updated measure specification links to the 2020 specification documents
Manage Dictionary:
- Manage Programs/Measures: For CQM selections, the options will now display the CMS Measure Number along with the Measure Label
- Clinical Quality Measures (CQMs): Updated dictionaries to hide ones that are no longer needed as the associated measures have been retired.
Promoting Interoperability (PI) Objective Measures:
- EP_1: Updated medication collection for MedRec to make code simpler and accommodate for new columns in 615 for OTC medications. Customer Support Ticket: #8591
Internal Maintenance:
- Removed hard coded VersionID values within the code to prevent errors during lockdown.

Reports:
- Value Set Measure Summary Report:
o Disabled link and blue color of Attribute Category if “Not Applicable”
o Fixed an issue where value sets for PC-05 were not appearing when selected in dropdown.
- PI Objective Measure Summary Report: Adjusted the format of the report to fit on one page when printed. Customer Support Ticket: #10077
- PI Objective Measure Patient Summary Detail Report (Medicaid Submission Option Only): Details are now available when drilling down on patient.
Promoting Interoperability (PI) Objective Measures:
- HIE_1:
- Added a query used in best practices for MT that allows person to opt out of sending their information electronically.
- Made code consistent with both products (PQ/HQ) on how they use TOC Eligible field in MT. Customer Support Ticket: #8368
- Updated code to allow for numerator actions to occur anytime during performance period
- HIE_4:
- Updated code to check that the CCD was filed/reviewed for the patient visit which puts the patient into the numerator. Previously EHs needed to reconcile each Medication, Problem and Allergy from the CCD that was received. This change just checks that the CCD was reviewed by the EH to count in the numerator.
- Updated code to allow for numerator actions to occur anytime during performance period
Clinical Quality Measures (CQMs):
- Updated code that was referring to Value Set Name to ValueSetOID because there are some OID that share names with others but are not used in the same measures. Example: Office Visit.
