Clinical Quality Measures Submission 2015 - 2017
Hospitals not electronically reporting eCQMs:
If you are not electronically reporting, aka eReporting, your eCQMs to CMS you will not be impacted. You can continue to use your current process for reporting eCQMs to CMS.
Reporting Methods:
1. eReporting is for submitting eCQMs only (not Core Measures and Menu-Set Measures) through QualityNet using the EHR Vendor QRDA files.
2. CMS Registration and Attestation website is for submitting eCQMs manually on the website along with Core Measures and Menu-Set Measures.
Annual Updates:
CMS makes annual updates to the electronic specifications of the Clinical Quality Measures approved for submissions in CMS programs. For electronic submission of eReporting eCQMs, CMS has assigned versions of the eCQMs specific for each program year. Eligible Professionals, Eligible hospitals and CAHs that report CQMs electronically must use the eCQM version of the electronic specifications for that eReporting year.
For example, the April 2014 Update for eReporting for the 2015 Reporting Year requires Eligible hospitals and CAHs to use the April 2014 specifications for 2015 eReporting. For Eligible hospitals and CAHs submitting eCQMs through the CMS Registration and Attestation CMS will accept all versions of the CQMs (2012, 2013, 2014, and 2015).
How does this impact your facility?
The current MEDITECH Best Practice for nomenclature mapping is written to the April 2013 eCQM specifications. Your current OneView version, 4.1, includes the April 2013 specifications for 2014 eReporting. If you plan on using the CMS Registration and Attestation website to report eCQMs, the 2012, 2013 and 2014 eCQM specifications are acceptable.
If you would like to electronically report, aka eReport, eCQMs using QualityNet for Meaningful Use and/or Inpatient Quality Reporting (IQR) you need the specifications that match the eReporting year.

Electronic Submission aka eReporting with OneView:
OneView 4.1 currently supports the April 2013 specifications for 2014 reporting. OneView will support all requirements for electronic submission of Clinical Quality Measures for 2015 reporting and future years.
The specifications for the electronic submission of CQMs in a Quality Reporting Document Architecture (QRDA) format necessitate CQM value sets nomenclature mapping to meet the output requirements. In order for this to happen, it is important hospitals update the CQM value sets mapped to OneView reports using MEDITECH nomenclature mapping utilities.
All measures are available in electronic format and downloaded from the CMS eCQM Library. Here you can find guidance on each of the 29 Eligible Hospital measures, as well as information on the 64 available Eligible Provider measures.
